Frank Dixon - Virgin Islands APEX Accelerator
Mr. Frank Dixon is the State Director for the Virgin Islands APEX Accelerator, where he successfully launched the program in August 2022. With 10 years within the APEX Accelerator system, Frank previously served as a procurement counselor and program manager for the Connecticut APEX Accelerator. He joined the NAPEX Board in 2019 and has held several key positions, including Region 1 Director, Strategic Planning Committee Chair, and currently serves as President-Elect.
Frank brings over 20 plus years of senior-level leadership experience, with expertise in process improvement, operations and labor management across a variety of industries, including military, domestic and international business development, federal government defense contracting, aerospace manufacturing, nonprofit and governance operations, and higher education as an instructor in the Connecticut Community College System.
A decorated U.S. Army Combat Veteran, Frank holds a certificate in Contract Negotiation from the Mattford Group and has earned degrees in Business Administration and Engineering & Operations Management
