N. Scott Phillips, Esq. Minority Business Advisor

Director, Mid-Atlantic Region MBDA Advanced Manufacturing Center - Baltimore

 Scott Phillips has been an advisor and advocate for minority businesses for over twenty-five years as an attorney in private practice and as the former Director of IBM’s federal small business program. His experience includes government contracting, project management, financing, and business development.

Currently Scott serves as the Director of the Mid-Atlantic Region MBDA Advanced Manufacturing Center located in Baltimore, Maryland where he focuses on assisting firms with securing capital, securing contracts, expanding markets and strategic business consulting. He is also the founder of the MiHUB Cooperative (Manufacturing Innovation HUB). MiHUB is a jointly owned and operated cooperative for minority manufacturers. Scott earned his law degree from the University of Maryland Francis King Carey School of Law and his Bachelor of Science Degree in Accounting from Virginia Union University. Scott is an Entrepreneurial leader and advisor to several organizations. In addition to his work with MBDA he is the Managing Director of N. Scott Phillips, Legal and Business Consulting Services, LLC, providing advice and counsel to minority-owned and faith-based organizations.

Scott developed IBM’s award-winning Federal Mentor-Protégé program, which provides assistance and contractual opportunities to small, minority and disadvantaged firms. Through this program, Scott developed relationships with several Historically Black Colleges and Universities awarding these institutions over $5 million in IBM contracts.

Scott is a State Delegate, representing the 10th Legislative District in the Maryland General Assembly. His legislative focus is on Small and Minority Business development.

Scott focuses his time, talent, and treasure on numerous organizations to include his role as founder of Black Professional Men, Inc., Trustee of Virginia Union University, Member of the Baltimore County Revenue Authority Board, Former Chair of the Baltimore County Planning Board and numerous other boards and commissions.
